Residents of Arvin, California will no doubt have many wonderful things to say about their city. Arvin is also perfectly situated to larger metropolitan areas, including Bakersfield and Los Angeles, which provides a perfect opportunity to enjoy small-town life while having the amenities of a large city within easy traveling distance. There are many “perks” to living in Arvin, California to be sure, but there are also natural events that leaves residents and property subject to certain risks, including floods and related damage.

According to maps published by The Federal Emergency Management Agency (FEMA), the city of Arvin lies in a Special Flood Hazard Area (SFHA).  During the course of a 30 year span (the typical length of a home mortgage), 25% of homes in these SFHAs will be subjected to flooding at some point. Slightly less than 50% of the homes and businesses  in Arvin are located in areas classified in Zone “A” by FEMA, another 50% are located in Zone “AO,” and approximately 1% are located in Zone “X”.

The zones of a SFHA indicate the likely cause and likely amount of flooding expected in a given zone. Zone “A” is subject to flooding, but has not undergone analysis that properly outlines the primary cause of flooding in that area, nor any potential flood levels. Zone “AO” has undergone analysis, which indicates that flooding in these areas would be caused by runoff from sloped areas and that flood waters of 1-3 feet would be typical. Zone “X” is at less risk of flooding than other areas, and any floodwaters that might accumulate would typically be a foot or less.

What does any of this information matter to current and potential homeowners in Arvin? Any property located in a SFHA is required to be covered by a flood insurance policy. Traditionally, policies have been obtainable through the National Flood Insurance Program (NFIP). These government-backed policies are available in communities that are at risk for floods and agree to take steps to reduce their municipality’s risk of floods through building ordinances and other measures. Premiums vary depending in which zone a property is located and can be adjusted if the property owner takes steps to further protect their property from flood damage.

A second option is to purchase flood insurance through programs that offer policies underwritten by non-government organizations. The National Catastrophe Flood Insurance Program (NCIP) is one such program. The NCIP generally offers policies with lower premiums, higher coverage amounts, and less turnaround time for the policy to become active, than NFIP policies. Currently, NCIP policies are available in a limited number of states (including California), but the list continues to grow.
